ANNUAL PARISH MEETING NOTES held on Wednesday 17th May 2023 in the Village Hall, Osbournby

1.   Agree minutes of previous Annual Parish Meeting held on 19th May 2022.

Agreement proposed Cllr. Baker and Cllr Wright.

2.   Matters arising:  No matters arising from the previous minute

3.   Chairman’s Report:   Cllr Jackson reported the following:

We seemed to have crammed in a lot over the past 12 months with the highlight being the celebration of Queen Elizabeth II Platinum Jubilee on 5th June.  The Parish Council was able to contribute towards the party on the school field to mark the occasion.

We then had the sad news on 8th September that the Queen had passed away at the age of 96 and we have just celebrated the coronation of her heir, Charles III, at the beginning of May.

The Parish Council has seen changes over the last few years with Richie Bide being co-opted onto the Parish Council in January 2022 to replace John Harvey and Steffi McClurg at the same time to replace Lol Camm.  On the 4th May, we had local elections which did not include voting for our Parish Council as only 6 of the existing councillors put themselves forward to stand again.   Steffi has taken the decision to step down and will be replaced by Malc Dixon who will be co-opted onto the Parish Council at the next meeting bringing up the number of Councilors to the full quota of 7.  I want to thank Steffi for her contribution to the Parish Council and wish her well in the future.

After being let down by two grass cutters, Tidy Garden & Grounds commenced grass cutting this season. After many years of cutting the Cemetery and Churchyard Alan and Denise Drury decided to hang up their lawn mower and Tidy Gardens and Ground are now cutting the whole village.

In February this year sadly Lol Camm passed, he was liked and respected by everyone in the village, indeed the Ward and will be sadly missed.  He was a valuable member of the Parish Council for many years and his words of wisdom and insights will be missed.

In March this year, we welcomed the reopening of the Whichcote Arms, which is going from strength to strength and well supported by Parish Councillors.

In November 2022 the Parish Council adopted NKDC's code of conduct, as a Council I’m pleased to say we always adhere to the highest standards as set out in the code.

The Parish Council continues to Support the Digital Hub which has been running for almost 6 years.

This year, the Parish Council decided not to increase the precept.  Despite careful control and limited spending, our reserves continue to dwindle, and we will monitor the situation carefully over the next year.

I want to thank all Councillors for their ongoing support over the last year and a special thank you to our long-standing Clerk Libby King who tirelessly guides the council on its legal duties, governance, and administrative paperwork.
