ANNUAL PARISH MEETING NOTES
Held on Wednesday 7th May 2025 at 7pm in the Village Hall, Osbournby
1. Agreed minutes of previous Annual Parish Meeting held on 8th May 2024.
Agreement proposed Cllr. North and Cllr Dixon.
2. Matters arising: No matters arising from the previous minutes
3. Chairman’s Report: See separate document from Cllr. Jackson (read out at meeting)
Arising actions – it was agreed to send off for the packs available to support the Community Resilience Plan with storage of these to be discussed at future meeting. Cllrs Jackson and Bide to coordinate this.
4. Public Forum: Two members of the public present. One raised ongoing concern over logistical barriers and associated impact of current building work on The Drove. No action required by PC at this point but situation will be monitored.

Parish Council Activities during 2024/25
- Community Resilience and Emergency Plan
Updated to ensure preparedness for any local emergencies. - Fernhouse Farm Planning
Meetings held in July and November where Mark Jones indicated revised plans would be available shortly. No update has been received despite follow-up emails ahead of the May meeting. - Community Speed Watch
Ongoing efforts to monitor and manage speeding through the village. - Village Tidy Days
Two successful tidy-up events were held this year. Special thanks to Nina Camm for clearing arranging for the collection of weeds and rubbish. In addition, a tidy-up of the cemetery took place in March. - Speed Signs for Bins
Speed awareness stickers have been distributed across the village, particularly on London Road, High Street, and The Drove. - Footpath and Bus Stop Repairs
Thanks to village residents, particularly Derek North and Ian Richardson, the path from the bus stop to the church steps has been repaired. The bus stop itself was also repainted by Dave Smith. - Climate Change Talk
In November, Cllr Head from NKDC gave a very informative talk on climate change and the role of Parish Councils in tackling it. - Village Hall Improvements
The Village Hall Committee received a grant for refurbishments, including new windows for the toilets. - School Academy Transition
Following the school’s change to academy status, the Chance to Share agreement was revised and successfully completed. - Community Donations
Donations were made to LIVES and the Citizens Advice Bureau (CAB). - Flooding and Emergency Supplies
Flooding, particularly in West Street, was a significant issue during the winter. A supply of sandbags, spare bags, and sand has now been delivered to Fern House Barn, with thanks to James Sharpe for providing storage. - Village Walk with LCC
A walk around the village with Rowan Smith from Lincolnshire County Council (LCC) helped identify key areas needing attention. - Digital Hub: April 2024/March 2025 total attendees 148
