OSBOURNBY PARISH COUNCIL
Notes of Meeting held on Wednesday 1st July 2026 in the Village Hall
Public Forum: 2 members of the public were present. The question was asked whether Camms Close (the new development on the Drove) was going to be adopted. Currently all the dustbins are put on the pavement on The Drove and the question was asked whether the bins would be collected from outside the properties. Cllr Jackson will investigate.

26. Notes of the meeting held on 6th May were agreed. Proposed Cllr Bide, Seconded Cllr Baldwin.
27. Chairman’s report/District Council Report: Cllr Jackson had circulated his report which is attached to these notes. The new cinema will be a welcome addition to the town.
28. County Council Report: Cllr Whitacker advised that work on repairing Grantham Road Sleaford will commence on 13th July and will take approximately 10 weeks. It will be closed in parts during the day from 7 am to 6 pm. The works will continue down to Handley Monument. A new puffin crossing will be installed and traffic lights will be linked to traffic flow. Mareham Lane will not be closed.
29. Clerk’s Report: Bank reconcilation is as follows:
PC account: £6,776.60 (after payment of Mrs King’s cheque)
Cemetery Account: £7,048.79
Cemetery Savings Account: £25,000 (Interest will be added at year end)
Have received VAT repayment £289.66. Payments to Tidy Gardens and Grounds are now VAT rated so appear much higher than last year, however the VAT can be reimbursed at the end of the year.
30. Community Speed Watch: Cllr Lamb advised that two more volunteers have been recruited. The recent watch saw 5% of speeders identified. A discussion was held as due to the fact that there are three schools within the village and on the A15, whether a 20mph speed limit could be adopted within the village, particularly during school opening/closing times. Cllr Whitacker to look into.
31. Update on new bus stop: Cllr Jackson advised that no further information had been forthcoming from LCC. Until information is received regarding what would be allowed due to it being a conservation area the Parish Council cannot go any further. Cllr Jackson to forward information to Cllr Whitacker.
32. Update rail on church path steps: Cllr North advised she is still waiting for drawings and will update as soon as she receives them.
33. Lorries in the factory on The Drove overnight: As Cllr Wright unable to attend meeting this will be brought to the September meeting.
34. Section S106 monies: NKDC have informed us that the money for a possible playground in the village have been received. They total £60,186. However currently no land is available for this within the village and the money must be spent by 15.06.2031. Cllr Jackson will discuss with Aswarby Estate any land available and possible usage. Cllr Whitacker had advised that NKDC would not be able to offer financial help to purchase land but may be able to help with rent.
35. No report available from Aswarby Estate.
36. Request for commemorative street furniture: Cllr Bide suggested that the WW2 soldier figures could be made within the village. He suggested that Mrs Richardson could do the silhouette of the soldier and these could be mounted and painted. He suggested 6-8 figures which could be installed on the verges prior to Remembrance Day. Cllr Bide will ascertain prices and once these are received a grant will be applied for.
37. Community resilience & Emergency Plan: Silk Willoughby would like to do a joint plan with Osbournby. The Osbournby Plan is now complete however when it was written the school was part of LCC and is now part of CIT, liaison is required with school to ensure use of hall in an emergency would be acceptable. Cllr Jackson will take this further with Silk Willoughby Parish Council.
