OSBOURNBY PARISH COUNCIL MEETING
Notes of meeting held on Wednesday 5th March 2025 in the village hall
Public Forum: There were 2 members of the public present.
Mrs Gannon advised the meeting that the grass verge opposite the building site on The Drove has been churned up and is a mess. It was agreed that it is the developer’s duty to ensure that this is left in a good state, also Highways will be involved. Mrs King agreed to take photographs of the verge and to discuss further as necessary.
Mrs Gannon also advised that bonfires are being lit on the development and one day the smoke was very brown and she was concerned as to what was being burnt. There are no rules or laws preventing bonfires during the day.
Mrs Gannon also advised that the lid of the dog waste bin on The Drove had been broken off and needed replacing. Mrs King to report (done).

99. Minutes of the last meeting held on 8th January 2025 were agreed, proposed Cllr North, Seconded Cllr Wright.
100. Chairman/District Council report: No report available.
101. County Council Report: Cllr Hagues advised that the Greater Lincolnshire Combined Authority is going ahead. This will attract £750million over 30 years and £28million when in place. Elections are set for the 1st May. There are currently 3 candidates for Mayor. Cllr Hagues also advised that there are still free trees and hedgerows available from NKDC.
102. Clerk’s Report: Tidy Gardens and Grounds will continue to cut grass for 2025/6. There was no price increase. Insurance details have been received and they have been sent the latest H&S information from LCC. Mrs King has been advised that LCC will contribute £1,444.85 this year towards the cost of verge cutting. This means that the actual cost of Osbournby PC will be £355.15. Following the January meeting Mrs King requested a precept of £6,000. Mrs Debbie Scott will be carrying out this year’s audit again.
103. Chance to Share Lease with school: This is now with solicitors for both sides.
104. Village walkaround with LCC Highways: Various issues were looked at and discussed. With regards to flooding in certain areas, Mr Smith of Highways said that due to the unprecedented rainfall which had recently been experienced, areas which don’t normally flood had been flooded. He advised that next time flooding took place to photograph it and report it on Fix my Street. It was identified to him that when the pavement outside No. 1 The Drove floods pedestrians have to walk on the road which is very dangerous as it’s on the corner of the A15. There were two areas of flooding in gardens (West Street and London Road) and it is hoped that Aswarby Estate will look at these areas. The sink hole in The High street outside Numbers 21 and 23 was looked at. Currently no further forward on this.
105. Update from Aswarby Estate: no report was available. Mrs King did report on an email received from the Estate regarding the Cowpond area. Mrs Jones replied on 20th January 2025 that “he did not believe the Estate could prove ownership, hence why things ground to a halt. Having investigated, the area may have been owned by the Developer who built Pinfold Close. As a result it is difficult for the Estate to enter into any agreement for the land. Alternatively it may have been transferred to Highways.” It was agreed to discuss in more detail when all councillors present at a meeting.
106. Cemetery Tidy Day: 8 people helped at the cemetery and churchyard tidy day on Saturday 1st March. Mr Derek North took at least 3 loads in his pickup. Tidy Gardens and Grounds will do the annual spring tidy up on 16th March.
107. Speed signs for bins: Mrs King reported that she had delivered 170 of the 200 signs she had received.
108. Spring Village Tidy Date: It was agreed that the date would be 12th April. As the village hall will be in use Cllr North offered the use of her kitchen for bacon butties. To meet at 9.30 outside village hall.
109. VE Day Celebrations: Mrs King advised that she had been asked if anything was happening to celebrate VE day on 5th May. Suggestions were decorated houses and then a dog show and picnic on the school field. All felt this was a good idea and Mrs King to ask the school’s permission for use of the field. If agreed a dog show to be arranged.
110. Neighbourhood Watch: Cllr Jackson had been approached by a resident who is having problems with neighbours, asking if a neighbourhood watch group could be set up. It was agreed that it was not the responsibility of the Parish Council to set this up. It was also agreed that this
was a neighbour dispute and the Parish Council would not want to be involved as the resident was already in contact with NKDC and the police. It was felt that the village Facebook page now works as a neighbourhood watch with residents identifying and warning of suspicious events.
111. Correspondence: No correspondence had been received which had not been dealt with.
112. Donations: No donations had been requested.
113. Payments and Bank reconciliation: The Parish Council account stands at £2,637.73. Since the last meeting donations of £100 have been sent to both CAB and LIVES. Also two payments to B.online for wifi of £42.59each. The Cemetery account stands at £34,380.65 with 2 interest payments since last meeting of £29.15 and £30.12.
114. Dates of forthcoming Meetings: 7th May (Annual meeting and Parish Council meeting), 2nd July, 10th September. Dates added are: 5th November 2025 and 7th January 2026.
