OSBOURNBY PARISH COUNCIL
Notes of meeting held on 10th September 2025 in the Village Hall
Public Forum: 3 members of the public were present, but there was no public forum.
40. Apologies: Cllrs Jackson and Baker
41. In attendance: Cllrs Bide, Wright, North, Baldwin, Dixon. County Councillor Whitaker
42. Notes of meeting held on 16th July which had already been distributed were approved. Proposed Cllr Baldwin, seconded Cllr Wright.
43. Matters arising - no matters arising which are not covered in the agenda.
44. Chairman/District Council Report: As Cllr Jackson unable to attend the meeting he had distributed a report prior to the meeting, which is attached to these notes.
45. County Council report: Prior to the meeting Cllr Whitaker, Cllr Bide and Mrs King had looked at the possible relocation of the bus stop into the layby. Cllr Whitaker agreed with the Parish Council that this was not feasible due to the number of vehicles which park in the layby. The school bus now stops in the Square rather than on the London Road and Cllr Whitaker felt that the Parish Council were recommending the bus stop be moved to the village square. Cllr Baldwin said that she did not feel it was the Parish Council’s position to recommend removal or installation elsewhere, but the comments that were made in the Chair’s email to Highways were the views of the individuals on the Parish Council as well as those held by other members of the community. Cllr Whitaker will report this to Highways.
Cllr Whitaker also reported the following: The Spalding bypass is not going to be finished. The Grantham road from the A52 to the A1 will be completed in the next two years. The A46 – A15 road will be completed soon.
Cllr Whitaker also reported that the Mayor of Greater Lincolnshire will be launching UK Love Lincolnshire. She will also be looking at renewable eye sores, eg solar farms and battery storage areas. NKDC will be looking to create jobs in the area. Investing in a dental school at University of Lincoln. More buses are promised and Care Association Alliance to ensure carers are paid fair wage.
Great Exhibition of Lincolnshire will be held on 22nd October at the Lincolnshire Showground. Tickets are free.
Cllr Whitaker then went on to talk about the future of local councils in Lincolnshire. There would still be North and North East Lincolnshire with a single unitary council across the county council’s current footprint. Information was left for councillors and notices will be put in the notice boards.
46. Clerk’s Report: Mrs King had responded to a letter from NKDC regarding a litter picking grant. As the Parish Council already organises 2 village tidy days a year a request had been put in for high viz jackets, signs saying litter picking taking place, grabs for litter picking etc and help towards cost of refreshments. Still waiting to hear if successful.
Mrs King also requested that we purchase 3 more hours of website administration. This was agreed.
A request has been received from church warden asking if a bench could be placed on the north side of the chancel. This was agreed and Mrs King to inform Mr Neville that this is acceptable.
47. Newsletter: A copy of the draft newsletter had been forwarded to all councillors prior to the meeting. The only amendments were that the Remembrance Day in the Square is the 9th not 10th November. Need to check if TVs can go in the skip. The dates for the tidy day and skip to be decided at a later date when Cllr Jackson is available.
48. The Hub: No report available.
49. Community Speed Watch: a new radar gun had been purchased. No new numbers of speeders available.
50. Community Resiliance Plan: The plan has been submitted and currently the Parish Council is awaiting a response.
51. Proposed new bus stop: Discussed earlier in the meeting.
52. Update from Aswarby Estate: No update has been sent.
53. Bank reconciliation and payments since last meeting: PC Account: £5,176.33.

54. Planning Matters: 17 London Road amended application for new property. The new plans indicated a change to the windows on the front elevation only but there were no objections.
55. Donations: No donations had been requested.
56. Correspondence: No corrspondence received which has not been dealt with
57. Dates of next meetings: 5th November, 7th January 2026 an 4th March 2026
